Strong Through Protection and Education

Children and adolescents have the right to protection, support, and participation. Municipal child and youth protection complements the upbringing provided by parents and ensures that young people grow up in a safe environment—at school, at home, and during their free time.

What is the goal?

Children and adolescents should be protected from dangers such as neglect, violence, abuse, or addiction. At the same time, they should learn to recognize risks and protect themselves.

The Youth Protection Act (JuSchG) It regulates, among other things, the use of alcohol, tobacco, and media, as well as behavior in public places.

The North Rhine-Westphalia State Child Protection Act aims to strengthen the protective role of youth welfare offices in preventing threats to children’s well-being and to support the work of youth welfare offices in North Rhine-Westphalia.

What does it involve?

  • Prevention projects on media literacy, addiction, violence, and extremism

  • Sex Education in Schools and Youth Groups

  • School-Wide Safety Plans and Crisis Response Plans

  • Training for Skilled Workers

  • Prevention in public spaces (e.g., at large events)

  • Consultation with Specialists in Suspected Cases

  • Cooperation with the Youth Welfare Office, the police, the Public Order Office, and counseling centers

  • Involvement of Children and Adolescents in Protective Measures

Who is responsible?

Everyone shares responsibility: teachers, school social workers, school administrators, parents, and youth welfare professionals. Schools are required to develop and implement safety plans.

What should you do if you suspect something?

If there are signs of a potential risk, those affected or anyone who observes such signs can contact the school social worker, teachers, or the Youth Welfare Office. Counseling is confidential and solution-oriented.
